Open a new image 600 x 250
Copy and paste paper #3, resize to 20% and then crop.

Resize the dotted border to 15%, paste and move down until you see the top dotted border, then duplicate, flip and erase and little bits in the corners going paste the other frame.

Resize the leaves #2 to 10% and place on one side, duplicate and mirror and adjust on the other side. Apply the Oliver Filter-Toile d'Araignee at 50% on the leaves.

Resize the frame to 10% and place in the center.

Resize the Valentine Tag to 5% and place on the left and down some on the frame.

Resize the bow to 12% and place on the upper left of the frame.

Copy and paste your tube and place in the center of your tag.

Crop your tag again, then select all, new raster layer, fill with a color from your tube, contract by 3, delete and select none.
Add noise at 50% to the frame.

Merge your frame down to the tube layer, then merge down again with the Valentine circle tag,  add your copyrights and name at this time and merge with the above layers, close this off for now.
I added the Olive filter to the name also.

Copy merged the rest of your tag to animation shop.
If using the same animation, make 21 layers of your tag.
Click on the animation, edit, select all, copy, then go to your tag, edit, select all and paste into selected frame.
I pasted the animation three times.

Then go back to psp and close off the other layers and reopen the one with your tube.

Copy to animation shop, make 21 layers, edit, copy, then go to the one with the animation, edit, copy and paste into selected frame. Taking care to line the frame up on your tag.

For the Avator
Open a new image 150 x 200
I went back and undid the layers until the Valentine Circle tag was no longer merged with the others.
Close off  your tube layer now and copy merged the rest of the tag into the new image, resize to 80%, position so the valentine tag shows.
Now paste your tube and resize to 80% and position how you like it, merge visible.
Select all, new raster layer, fill with color from your tube, contract by 3, and delete, select none. Add noise at 50% to the frame.

Be sure all copyrights have been added to your tag.
Add your name and that is it
