This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Elias Chatzoudis.

Supplies Needed
Font of Choice, I used Orbitronio
Drop shadow is usually V-2 H-2 Black, 50, 7
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or one you prefer.
Resize paper 6 to 23%, paste, apply your mask, delete and merge group.
Resize frame 1 to 15%, paste, free rotate to the left at 15 degrees.
Click inside with your magic wand, expand by 5, resize paper 7 to
15%, paste, invert, delete, then paste your close up, delete, select none.
Apply the Xero Filter-Radiance to your close up.
Resize frame 3 to 15%, paste below the paper layer on the upper left,
duplicate, move down to the lower right side.
Paste your tube and place on the right.
Resize the Flower 1 to 15%, place below the tube layer on the left,
duplicate, move to the upper right below the paper layer of the frame,
erase any of the box showing past the tube layer.
Resize Foliage 1 to 15%, paste on the bottom layer, duplicate, mirror.
Duplicate and move to the upper right.
Resize the Swirl to 25%, paste below your tube layer on the bottom right,
duplicate, mirror and flip, move down to just above the mask layer and
adjust to the right a bit.
Resize the Glow to 40%, mirror, paste just above the mask layer.
Resize the original to 25%, mirror and place on your tube layer.
Resize the sparkle trail to 25%, paste on one side, duplicate, mirror.
Resize the ribbon to 20%, paste below all the greenery layers.
Resize the string of lights to 10% and place on the flower box, duplicate
move up to the top of the frame, take your pick tool and rotate it
to the angle of the frame and erase some of the edges.
Resize flower 9 to 10%, flip, erase a bit of the green stem, apply Mura Meister Copies-Encircle,
Move down to just above the larger Glow circles and up to the right,
duplicate and move over to the left and down some.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Open a new image 800 x 800 or one you prefer.
Resize paper 6 to 23%, paste, apply your mask, delete and merge group.
Resize frame 1 to 15%, paste, free rotate to the left at 15 degrees.

Once happy with it all, close off any backgrounds, merge visible.
