This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Lysisange.

Supplies Needed
Font of Choice, I used Brotherhood Script
Drop shadow is usually V-2 H-2 Black, 50, 7
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or one you prefer.
Resize the Smudge to 43%, paste, duplicate, flip and move down a bit,
merge visible, and then apply your mask, delete and merge group.
Resize Swirl 2 to 12%, paste, apply the Mura Meister Filter-Copies-Encircle
at default.
Resize the Crib to 20%, paste more toward the left side.
Resize the String of lights to 18%, paste at the top of your tag.
Resize your tube to 30%, if using the same one I am and place on
the right side.
Resize the safety pin to 2%, free rotate to the right at 90, paste on
the blanket on the crib, take your erase and erase a
small part to make it look like it is pinned on the blanket,
duplicate and move over and down a bit.
Resize the shoe to 5%, duplicate and place them on the left
side by the crib.
Resize the Blocks to 10%, place at the bottom in front of the tube and shoes.
Resize the Bunny to 6%, place on top of the blocks.
Resize the train to 12%, place on the right in front of the tube.
Resize the baby bottle to 4%, place in front of the blocks at the bottom.
Resize the baby outfit to 5%, place on the block.
Resize the Pram to 12%, mirror and place on the left side, below
the shoe layers
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Open a new image 800 x 800 or one you prefer.
Resize the Smudge to 43%, paste, duplicate, flip and move down a bit,

Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
