This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Dixie Black aka Swan Scraps

Supplies Needed
I used PSPX...but any of them should work.

Drop shadow is usually V-2 H-2 Black, 50, 7
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or one you prefer.
Paste paper 11, resize to 90%, apply your mask, invert, delete.
Paste frame 7, click inside with your magic wand, expand by 5, paste paper 14, invert, delete, select none and move below the frame.
Resize frame 91 to 93% and paste on top of the first frame.
Paste element 8 at the bottom part of the frame, move over some, duplicate and mirror.
Resize your tube as needed, paste on the right side.
If using the same tube I am, I resized mine to 70%.
Resize element 80 to 70%, place on the left side below the leaves layer.
Paste element 30, mirror and move below your tube layer on the right.
Paste element 65 on the right side below the rose layer, duplicate, free rotate to the left at 90.
Paste element 39, free rotate to the left at 90, place below the rose layer on the right, erase any of the stem showing below the tube.
Paste element 9, resize to 70%, place on the left below the gift box, duplicate, mirror and adjust on the right side.
Resize element 15 to 80%, free rotate to the left at 40%, place on the upper right side below the leave layer, duplicate and move down some, erasing some of the stem at the bottom.
Resize element 97 to 50%, place on the left below your tube layer, and move the gift box over a bit more to the left.
Resize element 95 to 50%, place below the gift box layer on the left.
Resize element 93 to 75%, paste below the bear layer on the left and adjust to your liking.
Paste element 25 below the tube layer, free rotate to the right at 90 and place by the feet at the bottom of the tube, erase any string showing on the right side.
Paste element 68 sparkle on the upper left side of the frames below your tube layer.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Open a new image 800 x 800 or one you prefer.
Paste paper 11, resize to 90%, apply your mask, invert, delete.
Paste frame 7, click inside with your magic wand, expand by 5, paste paper 14, invert, delete, select none and move below the frame.
Resize frame 91 to 93% and paste on top of the first frame.

Resize your tube as needed, paste on the right side.

Paste element 9, resize to 70%, place on the left below the gift box, duplicate, mirror and adjust on the right side.
Resize element 15 to 80%, free rotate to the left at 40%, place on the upper right side below the leave layer, duplicate and move down some, erasing some of the stem at the bottom.
Resize element 97 to 50%, place on the left below your tube layer, and move the gift box over a bit more to the left.
Resize element 95 to 50%, place below the gift box layer on the left.
Resize element 93 to 75%, paste below the bear layer on the left and adjust to your liking.
Paste element 25 below the tube layer, free rotate to the right at 90 and place by the feet at the bottom of the tube, erase any string showing on the right side.
Paste element 68 sparkle on the upper left side of the frames below your tube layer.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
