This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Nocturne.

Supplies Needed
I used PSPX...but any of them should work.

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or a size you prefer, paste paper 20, apply your mask, delete, merge group.
Resize element 79 to 80%, place on the left side.
Resize your tube to 50%, place on the frame on the left.
Resize element 92 to 90%, paste below the tube layer on the right.
Resize element 88 to 80%, mirror, place on the right side below the frame layer.
Resize element 60 to 50%, place on the right above your last layer the rose.
Element 78 to 40%, place on the shoe of your tube.
Element 31 to 50%, paste more toward the left above your tube.
Element 89 to 35%, paste below the book layer, duplicate, move to the left more.
Element 57 to 30%, paste in front of the book on the left.
Resize element 91 to 35%, duplicate, free rotate to the left at 15 degrees.
Resize element 30 to 22%, free rotate to the left at 20 degrees, place on the book.
Resize element 14 to 25%, place on the right above the book layer, duplicate, move to the left below your tube layer.
Resize element 22 to 40%, place below the book layer on the dream tag on the left.
Paste element 75 at the bottom just above the frame layer, duplicate move at the top below the frame and erase the parts showing on the right side, duplicate, again, move below that layer and down some, still being below the frame layer.
Resize element 63 to 35%, place on the right being on the top layer now.
Resize element 42 to 40%, place on the right above the clock layer, duplicate, mirror, adjust behind your tube.
Add any other elements you would like.
Open a new image 800 x 800 or a size you prefer, paste paper 20, apply your mask, delete, merge group.
Resize element 79 to 80%, place on the left side.
Resize your tube to 50%, place on the frame on the left.
Resize element 92 to 90%, paste below the tube layer on the right.
Resize element 88 to 80%, mirror, place on the right side below the frame layer.
Resize element 60 to 50%, place on the right above your last layer the rose.
Element 78 to 40%, place on the shoe of your tube.
Element 31 to 50%, paste more toward the left above your tube.
Element 89 to 35%, paste below the book layer, duplicate, move to the left more.
Element 57 to 30%, paste in front of the book on the left.
Resize element 91 to 35%, duplicate, free rotate to the left at 15 degrees.
Resize element 30 to 22%, free rotate to the left at 20 degrees, place on the book.
Resize element 14 to 25%, place on the right above the book layer, duplicate, move to the left below your tube layer.
Resize element 22 to 40%, place below the book layer on the dream tag on the left.
Paste element 75 at the bottom just above the frame layer, duplicate move at the top below the frame and erase the parts showing on the right side, duplicate, again, move below that layer and down some, still being below the frame layer.
Resize element 63 to 35%, place on the right being on the top layer now.
Resize element 42 to 40%, place on the right above the clock layer, duplicate, mirror, adjust behind your tube.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
