This tut was written for those with a basic knowledge of psp.

Supplies Needed
I used PSPX...but any of them should work.

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or a size you prefer, paste paper 4, apply your mask, delete, merge group.
Paste element 55 and move to the bottom, duplicate twice, move to your liking.
Resize your tube to 30% if using the same one and paste in the center.
Paste element 97, resize to 85%, free rotate to the left at 10 degrees, move below the tube, duplicate, mirror, merge down.
Click inside with your magic wand, expand by 5, paste paper 2, invert, delete, move below the frame, then paste element 15, delete, select none.
Then paste element 15 below the paper layer of the frame, duplicate, mirror, adjust both then merge down, duplicate, move down touching the brick path.

Paste element 41 below the city scape at the bottom of the frames.
Resize element 39 to 85%, paste on the left below the tube layer.
Resize element 38 to 30%, paste on the right side of the tube at the bottom.
Resize element 37 to 60%, paste on the right below the bottle.
Resize element 2 to 25%, duplicate as many times as you like and place around on the brick path.
Resize element 36 to 25%, place where you like.
Resize element 28 to 25%, mirror, place at the upper right.
Resize the wordart Mardi Gras to 65%, paste at the top above the tube layer.
Resize element 68 to 50%, place below the tube layer on the brick path on the left, duplicate, resize to 75%, move to the right below the coins and hat.
Paste element 18 on the right on the frame layer.
Resize element 65 to 75%, paste on the mask layer on the upper left, add noise at 40%, duplicate, mirror.
Resize element 71 to 30%, paste on the left at the bottom of the sign, move below the coin layer.
Resize element 63 to 35%, paste on the left by the mask.
Resize element 43 to 20%, paste at the bottom by the foot of the tube.
Resize element 27 to 25%, paste by the coins on the left.
Resize element 79 to 50%, paste on the left on the cityscape in the frame at the top, duplicate, mirror, adjust, erase any part showing outside the frame.
Resize element 48 to 50%, free rotate to the right at 90, paste on the right at the bottom below the feather stand (element 37).
Resize element 91 to 20%, paste on the feather stand how you like.
Add any other elements you would like.
Open a new image 800 x 800 or a size you prefer, paste paper 4, apply your mask, delete, merge group.
Paste element 55 and move to the bottom, duplicate twice, move to your liking.
Resize your tube to 30% if using the same one and paste in the center.
Paste element 97, resize to 85%, free rotate to the left at 10 degrees, move below the tube, duplicate, mirror, merge down.
Click inside with your magic wand, expand by 5, paste paper 2, invert, delete, move below the frame, then paste element 15, delete, select none.
Then paste element 15 below the paper layer of the frame, duplicate, mirror, adjust both then merge down, duplicate, move down touching the brick path.

Resize element 39 to 85%, paste on the left below the tube layer.
Resize element 38 to 30%, paste on the right side of the tube at the bottom.

Resize element 36 to 25%, place where you like.
Resize element 28 to 25%, mirror, place at the upper right.

Resize element 91 to 20%, paste on the feather stand how you like.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
