This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Michi Art.
You need a license to use this art work. Please do not use without a license.
I used PSPX...but any of them should work.

Drop Shadow usually V2 H2 50 5
Let's get started
Open a new image 600 x 250
Remember to add your drop shadow as you go along.
Resize paper #8 to 90 and paste and adjust.
Copy and paste the triple frame, resize to 65%,
click anywhere on your image outside the frame area with your magic wand, paste paper #12 and invert and delete.
Do not deselect yet, resize your tube if needed and paste on one side, hit the delete key on your keyboard, select none and duplicate your tube and mirror to the other side in frame.
Merge these 2 tubes together, duplicate, gaussian blur at 4, change blend mode to soft light. Erase any part that is showing in the center frame.
Add xero filter, Porcelain.
Give the frame a medium gradient glow at
3, 25, 100
Copy and paste your tube and place in the center, resize if needed.
Resize the BC dreamland ribbon to 50% and place on the upper left of your tag.
Resize tag 4 to 15%, mirror and place under the ribbon layer and erase some of the string.
Resize the pink diamonds 2 to 50% and free rotate either direction at 90, place on the black frame at the top and erase the part that you don't want, then sharpen.
Now duplicate, mirror, duplicate flip, duplicate mirror and move below your tube layer.
The bottom ones you will need to erase a bit off the buttons on bottom.
Once happy, merge visible
Now select all, new raster layer, fill with black, contract by 2, delete and merge again.
Apply the xero filter-Clarity
Add your copyright and name and you are done with this part.
Now for the Avator
Open a 150 x 150
Copy and paste your finish tag and resize to 70% and move to where you can see some of the wordart at the top.
Apply the xero filter-Clarity to this also.
Merge visible, select all, new raster layer, fill with black, select none and merge visible.
Add your initial and copyright and that's it.
