This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Jose Cano.

I used PSPX...but any of them should work.

Drop Shadow usually V2 H2 50 black
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image to a size you are use to working with, I usually do mine 800 x 800 and resize later.
Paste paper #7 and apply your mask and delete.
Paste frame 13 and resize to 85%.
Click inside with your magic wand and expand by 3, paste paper of choice, I used paper #7.
Paste frame 11 and resize to 85%, take your magic wand again and click inside, expand by 3 and paste paper of choice again, I used paper #4. Be sure to move each paper below the frame layers.
Do not deselect yet, paste your close up tube and position, and delete.
Duplicate your tube, apply Gaussian blur at 4, change the blend mode to overlay or one you prefer and merge down.
Apply the zero filter-Porcelain
Copy and paste the red star circle 14 on top of the red paper layer inside the frame.
Duplicate this circle, resize to 65%, apply Mura Meister-Encircle and then move to just above the mask layer.
Being back on the top layer, resize your tube to 85% and place on the left side.
Resize element #36 to 50% and place one at the upper right, mirror and the other at the lower left.
Resize element #19 to 25% and place on the corners.
Resize element #6 to 50% and place inside the frame behind your close up tube and move over to the left some.
Take element #29 and place at the bottom just above the mask layer, duplicate and flip.
Resize element #4 to 50% and being on the top layer place it on the strip on the right.
Resize element #6 to 25% and place by the hand of element #4.
Resize the wordart to 90% and place at the bottom below your tube layer.
Once happy with it all close off any background used and merge visible and resize.
Add your copyrights and name and thats it.
Apply a fat gradient to the name.
