This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of PinUp Toons.

Drop Shadow usually V2 H2 50 black
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image, size of choice
I usually make mine 800 x 800 and resize later.
Copy and paste paper #4 and apply your mask, delete and merge visible.
Paste the wall and resize to 85%, change the blend mode to hard light, duplicate 3 more times and move each one down below the other until the paper is covered, merge visible.
Copy and paste the scarecrow and resize and place to the left and lower the opacity to about 70.
Copy and paste the chain link fence, and then the fence.
Resize the grass to 60%, duplicate and place on the fence on both sides.
Copy and paste the mailbox and place on the right side.
Resize the trike to 60% and position in front of the mailbox.
Resize the country crate to to 45% and place on the left side.
Resize the bucket to 35% and place by the crate.
Duplicate the mailbox, resize to 50%, erase the mailbox part and the base, we just want the branches, place one behind the crate on the left, duplicate and mirror and place behind the trike on the right.
Resize the weed to 50%, duplicate and place how you like the looks of them.
Duplicate a couple more time, erase some parts and just move them in different areas.
Resize leaf #2 to 20% apply Mura Meister-Copies, line rotate
with the first number on 12, all else at default.
Go to Effects, Distortion, wave with these settings
0, 100
2, 50
Transparent
place at the bottom of your tag, above the mailbox layer, duplicate and mirror and adjust to your liking.
Erase any of the ends that have a square edge on them.
Paste the bubbles layer.
Resize acorn #2 to 10% and being on the top layer, duplicate several times and place where you like.
Resize the butterfly to 10%, duplicate as many times as you like and rotate one a little and then place them all where you like the looks of them.
Copy and paste your tube, resize if needed and place where you like the looks of yours.
Once happy with it all close off your background if using one, then merge visible and resize.
Now add your copyrights and name and any wordart you would like to add.
Save your tag as a png and you are done.
