This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Dixie Black aka Swan'Scraps.

Supplies Needed
I used PSPX...but any of them should work.
Scrap to match is also at PFD,

Font of Choice, I used PR Celtic Narrow
Drop shadow is usually V-2 H-2 Black, 50, 7
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or one you prefer.
Resize paper 20 to 75%, apply your mask, delete and merge group.
Paste frame 6, click inside with your magic wand, expand by 5,
paste paper 14, invert, delete.
Paste the Clover Cluster on one side of the frame, duplicate, mirror.
Resize your tube to 65%, place on the right.
Resize the whiskey barrel to 25%, place on the left.
Resize the bucket of goodies to 35%, place by the barrel.
Resize bear 1 to 40%, place by the bucket of goodies.
Resize the yellow and green balloons to 75%, place on the left,
one up higher than the other, then free rotate to the left at 10 for
one of them and place how you like.
Resize the bag of goodies to 45%, place on the right below the bear.
Resize whiskey bottle 2 to 40%, place on the left below the barrel.
Resize whiskey bottle 1 to 40%, place below the bear layer.
Resize the cupcake to 25%, place on the right side by the bear.
Paste Scatter 4 on your mask layer, then paste Clover scatter,
move how you like and erase the parts you do not want, duplicate and
move over and erase parts again you do not want.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Open a new image 800 x 800 or one you prefer.
Resize paper 20 to 75%, apply your mask, delete and merge group.
Paste frame 6, click inside with your magic wand, expand by 5,
paste paper 14, invert, delete.
Paste the Clover Cluster on one side of the frame, duplicate, mirror.
Resize your tube to 65%, place on the right.
Resize the whiskey barrel to 25%, place on the left.
Resize the bucket of goodies to 35%, place by the barrel.
Resize bear 1 to 40%, place by the bucket of goodies.
Resize the yellow and green balloons to 75%, place on the left,
one up higher than the other, then free rotate to the left at 10 for
one of them and place how you like.
Resize the bag of goodies to 45%, place on the right below the bear.
Resize whiskey bottle 2 to 40%, place on the left below the barrel.
Resize whiskey bottle 1 to 40%, place below the bear layer.
Resize the cupcake to 25%, place on the right side by the bear.
Paste Scatter 4 on your mask layer, then paste Clover scatter,
move how you like and erase the parts you do not want, duplicate and
move over and erase parts again you do not want.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
