This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Spazzd Art.

Supplies Needed
RR Mask Set 1_1 HERE
Xero Filter-Soft Vignette
Font of Choice, I used Puppy Pooky
Drop Shadow usually V2 H2 50 black
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper of choice, apply your mask, delete and merge group.
Resize your mask larger to 130%.
Paste element 11 at the bottom in the center.
Paste element 62, resize to 75%, click inside with your magic wand,
clicking on the smaller openings on the right also, expand by 5,
paste your close up, invert, delete, select none.
Duplicate the tube, Adjust, Blur, Gaussian blur at 5, change the blend mode
to screen or one you prefer, merge down.
Apply the xero Filter-Soft Vignette with these settings
Elliptical, Foreground color,
Diagonal Dots
0, 0, 0, 255
Paste element 84 at the bottom in the center also.
Paste element 33, move over a bit, duplicate and move over the other way.
Paste element 16, resize to 90%, place on one side, duplicate, mirror.
Resize your tube to 25% if using the same one I am and paste where you like.
Paste element 1, free rotate to the right at 90, paste on one side on the frame
below the first flower layer, duplicate, mirror.
Resize element 29 to 50%, place at the upper left, erase some of the brown stems you do not want showing, duplicate and mirror.
Paste element 130 on one side being on the top layer, erase the part you do not want showing, duplicate and mirror.
Paste element 61 to 25%, place at the bottom below one of the flower layers.
Resize element 19 to 25%, place just above the frame layer, duplicate a couple
more times and place how you like.
Resize any other flowers you like and place around how you like.
Resize element 23 to 25%, place at the top, duplicate a couple of times and
place how you like.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Open a new image 800 x 800
Paste paper of choice, apply your mask, delete and merge group.
Resize your mask larger to 130%.
Paste element 11 at the bottom in the center.
Paste element 62, resize to 75%, click inside with your magic wand,
clicking on the smaller openings on the right also, expand by 5,
paste your close up, invert, delete, select none.
Duplicate the tube, Adjust, Blur, Gaussian blur at 5, change the blend mode
to screen or one you prefer, merge down.
Apply the xero Filter-Soft Vignette with these settings

0, 0, 0, 255

Paste element 33, move over a bit, duplicate and move over the other way.
Paste element 16, resize to 90%, place on one side, duplicate, mirror.
Resize your tube to 25% if using the same one I am and paste where you like.
Paste element 1, free rotate to the right at 90, paste on one side on the frame

Resize element 29 to 50%, place at the upper left, erase some of the brown stems you do not want showing, duplicate and mirror.
Paste element 130 on one side being on the top layer, erase the part you do not want showing, duplicate and mirror.
Paste element 61 to 25%, place at the bottom below one of the flower layers.
Resize element 19 to 25%, place just above the frame layer, duplicate a couple
more times and place how you like.
Resize any other flowers you like and place around how you like.
Resize element 23 to 25%, place at the top, duplicate a couple of times and
place how you like.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
