This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Dixie Black aka Swan'Scraps.

Supplies Needed
I used PSPX...but any of them should work.

Font of Choice, I used Mf Qeen Leela
Drop shadow is usually V-2 H-2 Black, 50, 7
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or one you prefer.
Paste frame 5, resize to 85%, click inside with your magic wand, expand by 5,
paste paper 8, invert, delete.
Resize the Badge to 75%, place inside your frame, select all, float, defloat, paste
one of the sparkles on the badge, invert and delete, select none.
Resize the Hanging clover to 55%, apply Mura Meister Copies-Encircle, move below the paper layer.
Resize the Doodle to 85%, paste below the paper frame layer.
Resize your tube to 65%, paste on the right side.
Resize banner 2 to 75%, place at the bottom of your tube.
Paste bead 2 on the top of the banner, duplicate and move to the bottom edge
of the banner.
Resize bear 4 to 45%, place on the right side.
Copy and paste beer glass behind the teddy bear on the right.
Resize beer 3 to 45%, place by the first glass on the right.
Resize the bag of goodies to 40%, place on the left side.
Resize the barrel to 50%, place on the left in front of the goodies bag.
Resize flowers and flowers 2 to 50%, place flowers first and then flowers 2.
Resize the cupcake to 40%, place below the barrel on the left.
Resize the girl of gold to 50%, place behind the cupcake layer.
Paste scatter 4 on the bottom layer.
Resize coins 1 to 25%, place below the tube layer and move over to the left,
duplicate and slide over to the right side.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Open a new image 800 x 800 or one you prefer.
Paste frame 5, resize to 85%, click inside with your magic wand, expand by 5,
paste paper 8, invert, delete.
Resize the Badge to 75%, place inside your frame, select all, float, defloat, paste

Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
