Supplies Needed
I used PSPX...but any of them should work.
Xero Filter-Mistifier

Font of Choice, I used Great Vibes
Drop shadow is usually V-2 H-2 Black, 50, 7
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or one you prefer.
Paste paper 12, apply your mask, delete and merge group.
Paste element 15, click inside with your magic wand, expand by 5,
paste paper 6, invert, delete, now paste your close up tube, delete, select none.
Paste element 18 on the left, below the paper layer of the frame, erase the
flame on the candle, duplicate, mirror, duplicate again and bring to the top and to the right, resizing
it to 70%.
Apply the xero filter-Mistifier changing the first 2 numbers to 150, apply twice.
Then apply the VM Extravaganza-Transmission at
32, 0, 8
Resize your tube to 65% if using the same one I am, place on the left side.
Paste element 30 below your tube layer, duplicate, mirror and erase any
part you do not want showing.
Paste element 2 on the right below the paper layer of the frame and adjust
to your liking, duplicate, mirror, move down some, erase any part that shows
at the bottom.
Paste element 12 at the upper right below the mask layer, erase any part
showing on the left, duplicate, move to the lower left side, lower the
opacity on both to around 68 or 70.
Take your free hand tool, draw around the larger heart in front or you can click several times with your magic wand, paste your smaller tube, invert, delete,
change the blend mode to overlay, then apply the Xero Filter-Radiance,
lower the opacity to 70.
Resize element 10 to 30%, place on the left below the tube layer,
free rotate to the left at 20.
Resize element 60 to 15%, place at the top by your tube, duplicate, resize to
50%, mirror and place on the left of your tube.
Resize element 23 to 25%, place by your tube at the bottom, duplicate and move over under the bear on the left.
Resize element 26 to 25%, place on the left below the bear layer.
Resize element 19 to 25%, place by the flower at the bottom, erasing some of the
hanging part, duplicate, move over in front of the bear.
Resize element 5 to 45%, free rotate to the right at 90, move below your tube layer at the bottom and just have the little bud of the rose show, erasing
any extra sticking out.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Open a new image 800 x 800 or one you prefer.

Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
